PF 2019-21 Contractor Workforce Restructuring

SUMMARY:  

The purpose of Acquisition Letter (AL) 2019-04 is to communicate the revisions to the contractual requirements related to contractor workforce restructuring, and require Contracting Officers to modify contracts, as appropriate. These revisions reflect recommendations approved by the Deputy Secretary under the Regulatory Reform Initiative.

The key recommendations approved by the Deputy Secretary are as follows: 

• DOE/NNSA will only require notification (not approval) of laboratory/contractor Self-Select Voluntary Separation Programs as long as certain parameters are met, as specified in the Workforce Restructuring H-Clause.
• Increase DOE approval thresholds for contractor involuntary workforce restructuring actions from 50 to 100 (notification only is required for voluntary restructuring).
