Frazer Lockhart retired in August 2020 and works part-time as a consultant on special projects for Newport News Nuclear BWXT-Los Alamos (N3B). His last full-time position was as the Regulatory & Stakeholder Interface Program Manager for N3B which was established in 2018 to manage Los Alamos Legacy Cleanup Contract for the DOE EM Los Alamos Field Office. In this position, Lockhart provided proactive interface and coordination with regulatory, tribal, and stakeholder organizations to support the Los Alamos legacy cleanup mission.

Before joining N3B, Lockhart was Assistant Vice President for Environmental Programs for Huntington Ingalls Industries Technical Services Division, the majority owner of N3B. Prior to that, Lockhart spent nearly 30 years with DOE, with the bulk of his time spent at the Rocky Flats Environmental Technology Site, a former nuclear weapons production facility.

He held multiple assignments at Rocky Flats in building operations, facility oversight, weapons production, environmental remediation, project management and strategic planning. As final site manager for the Rocky Flats closure, he successfully completed the project significantly ahead of schedule and under budget, earning recognition as the 2006 Project Management Institute Project of the Year and earning Lockhart and his team recognition as Samuel J. Heyman Service to America Medals winners in 2007.

Lockhart earned a Bachelor of Science in Mining Engineering from the Colorado School of Mines and a Master of Science in Engineering Management from the University of Missouri-Rolla. Lockhart is a certified Project Management Professional. He is a retired Colonel who served 25 years in the US Army and U.S. Army Reserve. He lives with his wife in Evergreen, Colorado and is active in church and community volunteer activities.

Lockhart serves on EMAB as a special government employee. He provides expert advice on contracting, management, large project planning, and environmental stewardship.
