DOE Vehicle Technologies Office (VTO) Funding Opportunity Announcement (FOA) Information Session Series

The U.S. Department of Energy Vehicle Technologies Office (VTO) Information Session Series provides recorded videos explaining VTO’s Funding Opportunity Announcement (FOA) process and application components. The purpose of these videos is to help potential applicants understand the VTO FOA process and requirements as well as how to properly submit the required FOA components. 

Session 1: Basics of a Vehicle Technologies Office (VTO) Funding Opportunity Announcement (FOA)

During Session 1, DOE staff provide an overview of the application process for a Vehicle Technologies Office (VTO) Funding Opportunity Announcement (FOA), including the concept paper and full application phases. Presenters also discuss the key FOA content to read and review, specific FOA language to pay close attention to, and the required components of a full FOA application. Community Benefits Plan (CBP) and Bipartisan Infrastructure Law (BIL) FOA requirements are briefly mentioned.

Session 2: Preparing a FOA Budget Justification and Other Application Components

During Session 2, DOE staff describe key information to know regarding FOA application components that correspond to a project budget including SF 424, allowable project costs, Budget Justification, and Cost Share. The session also touches on basic information about a project team, letters of commitment, and project Statement of Project Objectives, or SOPO.

Community Benefits Plans

A Community Benefits Plan (CBP) is a required application component for many DOE funding opportunities. The specific CBP components may vary based on the source of the funding (e.g., Bipartisan Infrastructure Law FOAs may have different CBP requirements). CBP requirements may also vary based on whether the FOA projects are research and development (R&D) or demonstration and deployment (D&D). The two recorded presentations below, provide potential applicants information about the CBP requirement and how to submit a strong CBP in a funding application.

Other Funding Opportunities

  • The Small Business Innovations Research (SBIR) and Small Business Technology Transfer (STTR) programs are research and development initiatives across the federal government specifically targeting small businesses. Businesses that win SBIR or STTR awards keep the rights to any technology developed and are encouraged to commercialize it. VTO, through broader Department of Energy efforts, supports SBIR/STTR to increase commercialization of technology developed through DOE-supported research and development, stimulate innovation in the private sector, and improve the return on investment from federally funded research.
  • The Small Business Vouchers program through the Department of Energy's national laboratories provides U.S. small businesses with unparalleled access to the expertise and facilities of its national laboratories.
  • In addition to DOE funding opportunities, there are a variety of statelocal, and federal incentives, including tax credits, listed on the Alternative Fuels Data Center that support the use of alternative fuel vehicles and infrastructure.
