Department of Energy's Controls over Recovery Act Spending at the Idaho National Laboratory
The Department of Energy's (Department) Carlsbad Field Office (Carlsbad) manages the
transuranic (TRU) waste activities of the Waste Isolation Pilot Plant (WIPP) and the
National TRU Program. The WIPP, located outside Carlsbad, New Mexico, is the final
repository for contact-handled and remote-handled TRU waste, and manages the final
disposal of waste received from the Department's waste generator sites. The National
TRU program manages both characterization and certification through mobile
characterization units and contracts for transportation of TRU waste. Baseline funding
for these activities was $230 million in Fiscal Year (FY) 2009. The American Recovery
and Reinvestment Act of 2009 (Recovery Act) increased Carlsbad funding by $172.4
million to accelerate the Department's TRU waste disposal goals.

Performance of Recovery Act Funds at the Waste Isolation Pilot Plant
The attached report presents the results of an agreed-upon procedures review of the Department of Energy's (Department) Weatherization Assistance Program for the Capital Area Community Action Agency, located in Tallahassee, Florida under the American Recovery and Reinvestment Act of 2009 (Recovery Act). The Office of Inspector General (OIG) engaged an independent certified public accounting firm, Otis and Associates, PC, to perform the agreed-upon procedures for Capital Area, a sub-recipient of the Department's Recovery Act Weatherization funding for the State of Florida.
The Department of Energy's Weatherization Assistance Program received $5 billion under the
American Recovery and Reinvestment Act of 2009 (Recovery Act) to improve the energy
efficiency of single-family, multi-family, and mobile homes owned or occupied by individuals or
families with low incomes. Of the $5 billion, the Department awarded the State of Illinois a
3-year Weatherization Assistance Program grant of $242 million, a significant increase over the
$24 million authorized in Program Year 2009. Illinois planned to use its Recovery Act funding
to weatherize about 27,000 homes.

The Moab Uranium Mill Tailings Remedial Action Project (Moab Project) is located at
a former uranium-ore processing facility near Moab, Utah on the west bank of the
Colorado River. In 2005, the Department of Energy (Department) issued a Record of
Decision to relocate, by rail, approximately 16 million tons of uranium mill tailings from
that location to a disposal site 30 miles away in Crescent Junction, Utah. In June 2008,
the Department awarded a $92 million contract, with approximately $6 million in
available fee, to EnergySolutions to construct the necessary infrastructure, upgrade the
rail lines, and begin the transportation of mill tailings to Crescent Junction. Under the
terms of the contract, EnergySolutions was required to relocate about 2.5 million tons of
tailings by the end of Fiscal Year 2011. In April 2009, EnergySolutions completed the
first shipment of tailings to Crescent Junction.

occupied by low-income persons. Subsequently, the Department awarded a 3-year
Weatherization Program grant for $141.5 million to the State of Wisconsin (Wisconsin). This
grant provided an eight-fold increase in funds available to Wisconsin for weatherization
compared to the $15 million that was authorized in Fiscal Year (FY) 2009.
Wisconsin's Department of Administration, Division of Energy Services, administers the
Weatherization Program through 20 local agencies. These agencies are responsible for
evaluating the energy efficiency of homes, performing weatherization work, and conducting
inspections. Typical weatherization services include installing insulation, sealing ducts, tuning
and repairing furnaces, and mitigating heat loss through windows, doors, and other infiltration
points. Per Wisconsin State law, local intake agencies in each of the State's 72 counties and
8 tribes process applications for all State and Federal energy assistance. These agencies, for the
most part, are independent of the State and local weatherization agencies.
