OPINION AND ORDER GRANTING LONG-TERM, MULTI-CONTRACT AUTHORIZATION TO EXPORT U.S.-SOURCED NATURAL GAS BY PIPELINE TO CANADA FOR LIQUEFACTION AND RE-EXPORT IN THE FORM OF LIQUEFIED NATURAL GAS TO NON-FREE TRADE AGREEMENT COUNTRIES
On February 5, 2016, the Energy Department issued an authorization to Pieridae Energy (USA) Ltd. (Pieridae US) to export U.S.-sourced natural gas to Canada for liquefaction and re-export in the form of LNG to any country with which the United States does not have a free trade agreement requiring the national treatment for trade in natural gas (non-FTA countries). The authorization is for a volume up to the equivalent of 292 billion cubic feet (Bcf) per year of natural gas (0.80 Bcf per day), using the capacity of the Maritimes and Northeast US Pipeline, in service as of the date of the authorization. The authorized re-export of LNG is from the proposed Goldboro LNG Project, to be located in the Municipality of the District of Guysborough, Nova Scotia, Canada. This authorization is for a term of 20 years to commence from the date of first commercial re-export.
