Shane Harper is the senior resource manager in the Office of Technology Transitions at the U.S. Department of Energy (DOE). Shane is responsible for budget formulation and execution, procurement planning, human capital planning, security, office management related to office space, office equipment and furniture, communication instruments, specialized computer equipment and computer support services. 

Prior to his present role, Shane severed as a senior management analyst in the DOE Office of International Affairs  In this capacity, his responsibilities included budget, procurement, policy development and energy market analysis to support U.S. international energy policy and national security objectives that are consistent with U.S. foreign and trade policies in Russian, African, Eurasian and Middle Eastern regions. Shane also was responsible for development of background briefing/position papers for senior DOE officials on the energy policies, strategies, and programs of assigned countries for use during bilateral and multilateral engagement.

Prior to DOE, Shane was a member of the U.S. Air Force for ten years, where he served throughout the world, including Qatar, Kuwait, Germany, and Iraq.

Shane holds a BSB in Management from the University of Phoenix and he is currently pursuing his MBA from the Jack Welch Management Institute at Strayer University.
