The U.S. Department of Energy's (DOE) Office of State and Community Energy Programs (SCEP) has up to $225 million to grant to Tribal governments and Alaska Native entities for Home Electrification and Appliance Rebates. This program will provide up to $14,000 per eligible household for energy efficiency and electrification home upgrades.

Funding Allocations for Indian Tribes
On November 17, 2023, DOE published its final formula for the Tribal Home Electrification and Appliance Rebates program funding allocations in the Federal Register.
Other Funding Sources for Tribal Housing Upgrades
DOE encourages Tribes to consider how to integrate their rebates with other housing upgrade programs, such as:
- The Bureau of Indian Affairs' Tribal Electrification Program (TEP), which awards competitive grants to Tribes to electrify homes with clean electricity.
- DOE's Tribal Energy Efficiency and Conservation Block Grant (EECBG) program, which provides formula awards for projects that reduce fossil fuel emissions or improve energy efficiency.
- The Department of Housing and Urban Development's Indian Housing Block Grant Program, which provides formula awards for housing assistance.
- The Inflation Reduction Act created an elective pay (i.e., direct pay) mechanism that makes certain clean energy tax credits, such as for solar photovoltaic systems installed on Tribal housing, refundable. The Internal Revenue Service has fact sheets on how Tribal governments and Alaska Native Corporations can use elective pay.
The Home Electrification and Appliance Rebates cannot be combined with other federal grants for the same single measure within a home energy upgrade. Tribes and Tribal partner organizations should contact irahomerebates@hq.doe.gov with questions about how Tribal rebates can be combined with other sources.
Tribal Consultation
DOE invited executive leaders of federally recognized Tribes and Alaska Native entities to attend a virtual Tribal consultation, hosted on March 29, 2023. The session focused on how DOE can best work with Tribal governments and Alaska Native entities to successfully implement Home Energy Rebates programs to fund energy efficiency and electrification upgrades for Tribal households.
