Roles for teaming: Prime Recipient, Subrecipient, Partner

Prime Recipient

  • Serves as a program lead.
  • Must be a 501(c)(3) organization.
  • Is independent or in partnership with another organization.
  • Has the capacity to curate a portfolio of potential subrecipients to optimize DOE goals.
  • Has the capacity to provide techical assistance and manage all program activities, including reporting, project, and program management, for a portfolio of subrecipients. 

Subrecipient

  • Receives grant funds from a prime recipient for energy upgrades.
  • Must be a 501(c)(3) organization.
  • Presents a project(s) for consideration to one or more prime recipient(s).
  • Has the potential for high energy savings.
  • Has demonstrated financial need.
  • Has the potential to benefit disadvantaged communities.

Partner

  • Supports the prime recipient.
  • May or may not be a 501(c)(3) organization.
  • Complements the capacities of a potential prime recipient by providing any of the following:
    • Technical assistance
    • Financial assistance
    • Program management
    • Community engagement.
