Below are resources for states, territories and Tribes to apply for their full program funding allocations. Applications must be submitted through Department of Energy's Performance and Accountability for Grants in Energy (PAGE) system.

Implementation Blueprints

DOE requires states, territories, and Tribes to submit implementation blueprints. They need to be submitted either with a full funding application or at least 60 days prior to program launch. When developing blueprints, please refer to these documents for guidance:

Early Administrative Funding

States and territories can apply for up to 2.5 percent of their allocations from each of the two Home Energy Rebate programs, capped at $2.5 million per program or $5 million total. The amount that states and territories receive will be subtracted from the full funding amount described above. 

This funding opportunity is optional. If a state opts not to apply, it will receive this funding as part of their full funding allocation. Applications must be submitted through DOE's Performance and Accountability for Grants in Energy (PAGE) system.

There is now a deadline of May 31, 2024, to apply for early administrative funding.
