This page provides state, territory, and Tribal governments with guidance documents for the Inflation Reduction Act's Home Efficiency Rebates and the Home Electrification and Appliance Rebates, which together compose the Home Energy Rebates program. 

Below are resources for states, territories, and Tribes to apply for their full funding allocations. Applications must be submitted through Department of Energy's Performance and Accountability for Grants in Energy (PAGE) system.

UPDATE, OCTOBER 13, 2023: DOE issued updates to six documents below, including the Home Energy Rebates Program Requirements & Application Instructions. These updates simplify requirements and reduce costs, which will promote faster program launches and an easier experience for homeowners applying for rebates. DOE is offering this funding to provide states and territories with resources to prepare their applications for full program funding and begin developing their programs.

This optional funding opportunity allows states and territories to apply for up to 2.5 percent of their total allocations from each of the two Home Energy Rebates programs, capped at $2.5 million, or $5 million total. The amount that states and territories receive in early administrative funds will be subtracted from the allocation received from the full funding amount described above.

Applications must be submitted through DOE's Performance and Accountability for Grants in Energy (PAGE) system.
