Greetings, I am Henry McKoy and I serve as Director of the Office of State and Community Energy Programs (SCEP). At SCEP, we have taken the helm of one of the largest investments in communities and neighborhoods that America has ever experienced. I am excited that you have chosen to stay “in the know” on the latest news coming out of our office, which means, like me, you are passionate about our nation’s investment in clean energy.  

This month, I am honored to have attended many of the National Association of State Energy Officials (NASEO)’s Regional Meetings to answer questions from state energy officials – the brilliant, hard-working people who are on the ground bringing clean energy into communities. State and local workers are making impressive efforts to stand up various programs to reach their state constituents. They are committed to meeting communities where they are and ensuring all resources are anchored on equity. They are wonderful partners, and we continue to look forward to working with these regions across the country.

You have probably heard of Build America, Buy America – the Biden-Harris administrations promise to bring manufacturing and investment back to the United States. Starting May 14, the Weatherization Assistance Program will begin implementing the new provision in its program structure. We hope you look forward to this opportunity as a way to strengthen our supply chains and energy security, while also spurring greater equitable innovation, workplace, and entrepreneurial opportunities across the United States. 

I also want to share an exciting opportunity for non-profit organizations. For me, nonprofits have held a central place in my career. I have volunteered with nonprofits on the local and national level and served on boards to help see them rise to their greatest potential. We are now accepting applications for grants to support energy efficiency in buildings owned and operated by 501(c)(3) nonprofits. The plan is to award 5-15 larger grants to nonprofits interested in serving as Prime recipients. These recipients will recruit and provide technical assistance to eligible projects in the facilities of other nonprofit organizations, or subrecipients. Organizations that wish to collaborate with prospective Prime recipients – for example, nonprofits that own and operate buildings in need of retrofits, or entities with the capacity to enhance the services of prospective Prime recipients – are encouraged to engage directly with prospective Prime recipients. This summer we will be ramping up outreach and launching programs that will alter approaches to clean energy.
