In my role as the head of the Office of State and Community Energy Programs (SCEP), I find it essential to pause and express our profound gratitude for the remarkable contributions of AnnaMaria Garcia, the Associate Director at the U.S. Department of Energy (DOE). Anna is a distinguished leader and expert who has dedicated her entire career to the enhancement of our environment and the transformation of our energy economy. We are immensely grateful for AnnaMaria's unwavering commitment to public service, with over 25 years of dedicated service within the federal government in close partnership with states across the nation.

AnnaMaria's journey with the DOE commenced in 2010, where she began as the State Energy Program (SEP) Manager. She has since played pivotal roles, serving as the Director of the Weatherization and Intergovernmental Programs Office (WIP), and now as the Associate Director of SCEP. In her current capacity, she oversees both SEP and the Weatherization Assistance Program (WAP).

Throughout her illustrious career, AnnaMaria has been instrumental in shaping and establishing SCEP, while also defining the essential roles of the Weatherization Assistance Program (WAP) and the State Energy Program (SEP) as foundational federal initiatives that effectively serve all Congressional districts. Under AnnaMaria's guidance, WAP and SEP have evolved into catalysts for advancing the clean energy economy. The programs have not only brought about substantial energy and cost savings but have also extended crucial support to low-income households that need it most. AnnaMaria's vision and the development of a skilled leadership team ensure that both SEP and WAP remain at the forefront of this industry.

Thanks to AnnaMaria's visionary leadership, as of 2023, SEP and WAP collectively represent more than $4.68 billion in investments that have yielded significant results across all states and U.S. territories. WAP, which originated in 1976, has touched the lives of over 7 million homes, resulting in an average annual energy cost savings of $372 per household and generating $2.78 in non-energy benefits for every $1 invested. Since 2010 and under AnnaMaria’s leadership, DOE has weatherized just over 1,000,000 homes.  

Under AnnaMaria's exceptional guidance, SEP has retrofitted over 20,200 buildings, totaling more than 150 million square feet. It has also installed over 65,000 renewable energy systems with a combined capacity exceeding 2,300,000 kW. Moreover, SEP has conducted more than 10,900 workshops and training sessions, benefitting over 1.1 million individuals. The program's financial impact is also noteworthy, saving $4.50 for every dollar invested and creating one job for every $12,500 invested.

AnnaMaria's remarkable expertise extends beyond the numbers. She has been instrumental in forging partnerships among state agencies and the extensive WAP network. Her dedication to federal programs and her proficiency in energy efficiency have solidified her status as a distinguished leader in clean energy. We take immense pride in her professional work and her unwavering service to the American public.

As AnnaMaria transitions to the next phase of her career, her legacy will undoubtedly continue to thrive within SCEP and the DOE. Her contributions to clean energy and environmental sustainability will be felt for generations to come. AnnaMaria Garcia is a true exemplar of leadership and dedication, and we are honored to celebrate her exceptional career.
