Prime recipients are 501(c)(3) organizations who will build a portfolio of subrecipients and provide technical assistance to them. They may form partnerships to expand their capabilities.

Partners complement the services of prime recipients to provide technical, financial, or other assistance to subrecipients in the prime's portfolios.

Prime recipients subaward grant funds up to $200,000 for energy efficiency improvements in buildings owned and operated by 501(c)(3) subrecipients.
