Norman Bay

Norman C. Bay is Co-Chair of the Energy Commodities Group and Head of the Energy Regulatory Practice at Willkie Farr & Gallagher LLP in Washington, DC. His practice focuses on enforcement and compliance, energy policy and rates, infrastructure development, and mergers and acquisitions. Bay was Chairman of the Federal Energy Regulatory Commission (FERC), as well as a former Director of the Office of Enforcement. He was integral in shaping FERC policy on a wide range of energy market issues, including energy storage, aggregated distributed energy resources, transmission and interconnection policy, and price formation in the RTO markets. Bay was previously a Professor at the University of New Mexico School of Law and the U.S. Attorney for the District of New Mexico. He is currently a non-resident Senior Fellow with Duke University, a member of the NYU Institute for Policy Integrity Advisory Board, and a member of the Advisory Board of the Irving Institute for Energy and Society at Dartmouth College.

He received his A.B. from Dartmouth College and his J.D. from Harvard Law School.
