The OSDBU is pleased to report that DOE has earned an “A” grade on its Fiscal Year (FY) 2021 Small Business Procurement Scorecard from the Small Business Administration (SBA).  The Department has achieved six “A” grades from the SBA since 2015.  In FY 2021, DOE awarded a record total of $9.7B to small businesses through prime and subcontracting opportunities, an increase of a billion dollars from the Department’s small business awards in FY 2020.  The Department achieved 21.19% in prime small business procurement, exceeding its goal of 14%.  Additionally, DOE achieved 51.77% in subcontracting, exceeding its goal of 50%.  

With regards to prime socio-economic achievement, DOE increased its prime achievement in every SBA-graded socio-economic category.  DOE exceeded its Small Disadvantaged Business (SDB) goal (5%) by achieving 6.58%, and just fell short of its Women-Owned Small Business (WOSB) goal (5%) achieving 4.2%.  The Department did not meet its Service-Disabled Veteran-Owned Small Business (SDVOSB) and Historically Underutilized Business Zone Small Business (HUBZone) goals of 3%; however, through the Administration’s ongoing initiatives to increase equity in procurement and expand opportunities for underserved communities, DOE will continue to make progress towards diversifying the DOE supplier base.  Additionally, DOE achieved 51.77% in subcontracting, exceeding its goal of 50%.  The Department exceeded all of its subcontracting socio-economic goals for the SBA-graded categories: (SDB) (5%) achieving 10.39%, WOSB) (5%) achieving 10.30%, SDVOSB (3%) achieving 3.68%, and HUBZone (3%) achieving 4.42%.  

The annual Small Business Procurement Scorecard measures how well each Federal agency meets their small business and socio-economic prime contracting and subcontracting goals.  This helps the SBA ensure the sum total of the goals set for each agency meets the 23% target for the Federal Government as well as the socio-economic goals established by statute.
