DOE is looking to fill two technology manager positions to support its cement and concrete manufacturing decarbonization portfolio. DOE has direct hire authority to fill the Industrial Efficiency and Decarbonization Office's scientific, technical, engineering, and mathematics (STEM) positions at the GS-11 through GS-15 grade levels. General engineers and physical scientists are the two positions at these grade levels most available within EERE.

Direct hire authority allows DOE to hire faster than the traditional government hiring process does. In using this authority, DOE still abides by the Merit System Principles and all federal and DOE regulations for hiring.

Description

  • Executes the day-to-day and long term activities associated with the sub-program including developing, maintaining, and executing a decarbonization strategy including writing funding solicitations, overseeing the selection process for and managing of funding awards and projects, and participating in stakeholder engagement and public presentations.
  • Serves as a subject matter expert in the development and implementation of cement and concrete manufacturing decarbonization activities to improve the research, development, commercialization, and adoption of these technologies in the United States. 
  • Has a strong understanding of and serves as a subject matter expert on the current technical and market barriers to technology development, commercialization and utilization related to decarbonization in cement and concrete manufacturing. This requires the analysis and understanding of barriers to industrial decarbonization technologies reaching the market and the development of program measures to diminish these barriers. 
  • Supports the coordination and interaction with other EERE and DOE offices, other Federal agencies and public and private interest groups in spurring US technology development and commercialization and developing the future industrial sector workforce. 
  • Works with supervisor to develop goals and objectives for the Energy- and Emissions-Intensive Industries team based on a thorough and deep technical understanding of manufacturing processes and technologies, and related industry, community, and market needs. 
  • Provides input in the formulation of out-year budgets, program priorities and budget allocations regarding potential industrial decarbonization activities. 
  • Makes presentations on IEDO industrial decarbonization objectives,  and progress to a variety of audiences. This includes the preparation of a variety of issue or briefing papers and reports for senior EERE program staff, preparing responses to Congressional and other executive correspondence, and responses to requests for information about the Industrial Efficiency and Decarbonization Office program.

KNOWLEDGE, SKILLS, ABILITIES REQUIRED TO PERFORM THE WORK: 

  • The candidate should possess relevant knowledge and experience in cement binder materials, alternative materials and feedstocks, and process technologies associated with binders and Supplemental Cementitious Materials (SCMs).
  • Knowledge and experience concrete formulation, properties, applications, durability, standards, and test methods is helpful.
  • Knowledge of industrial decarbonization technologies in order to recognize realistic opportunities for market expansion based on practical considerations and cost/benefit potentials. 
  • Knowledge of business issues relevant to the development of the industrial sector, including key market applications, current and evolving structure of supply chains, and intellectual property considerations relevant to manufacturing technology development.
  • Applicants with a Ph.D. or Masters degree in materials science, chemical engineering, mechanical engineering, or related fields, plus industrial or other related experience with cement and concrete production and characterization are preferred.
