Douglas E. Fremont is NNSA’s Chief of Staff. He is the primary point of contact within the Office of the Administrator for NNSA’s senior leadership team and works directly with NNSA headquarters and with field office leadership on a variety of areas that affect the NNSA mission, organization and/or operations. As such, Mr. Fremont is a primary integrator of information, communication, and activities that directly impact the NNSA workforce complex-wide.
Previously, Mr. Fremont was the Chief and Associate Administrator for NNSA’s Office of Defense Nuclear Security. He was responsible for the overall direction and management of security programs at NNSA facilities and its overseas offices. As such, he provided operational and line management security support and oversight to NNSA Headquarters and field elements to assure effective security at NNSA facilities, including physical, personnel, materials control and accounting, classified and sensitive information protection and technical security programs.
In other previous assignments, Mr. Fremont served as the Chief of Staff and Operations for NNSA’s Defense Nuclear Nonproliferation program, a Senior Advisor to the Director of the Department of Energy’s Office of Intelligence and Counterintelligence, the Deputy Associate Administrator for the Office of Defense Nuclear Security, the Deputy Director of the Office of Emergency Response, and as the Executive Staff Director for the NNSA Administrator. He also served as the Dean of Administration and Department of Energy Faculty Chair at the National Defense University’s College of International Security Affairs.
Mr. Fremont has over four decades of experience in national security, much of it associated with submarines and nuclear weapons. His extensive submarine experience includes service on the USS Thomas Jefferson, the USS Pargo, the USS Pennsylvania, and as Commanding Officer of USS West Virginia. His shore assignments included service at the Bureau of Naval Personnel, Submarine Squadron 20, and Submarine Group 10.
Mr. Fremont has a Bachelor of Science degree in mechanical engineering from the United States Naval Academy and a Master of Arts degree in national security strategy from the National War College.
