Clifford Nunn was named the recipient of the NNSA Office of the General Counsel Legal Excellence Award at a ceremony in September.
The award, in its 10th year, recognizes the highest standards of legal acumen and scholarship, integrity, ethics, and achievement that support the accomplishment of the NNSA mission.
Nunn, Field Office Counsel in the Naval Reactors Lab Field Office, was recognized for his ongoing legal support of the competition for the Management and Operating (M&O) prime contract to operate the Naval Nuclear Laboratories, which includes Bettis Atomic Power Laboratory in Pennsylvania, Knolls Atomic Power Laboratory and the Kesselring Site in New York, and the Naval Reactors Facility in Idaho.
He is an exceptional asset to the NNSA General Counsel community and is clearly most deserving of this award.
“Cliff’s excellent attention to detail, ability to identify an issue immediately and formulate a prompt and effective response, and ability to coordinate a multidisciplinary response demonstrates his leadership and his respect as a teammate,” said NNSA General Counsel Bruce M. Diamond. “He is an exceptional asset to the NNSA General Counsel community and is clearly most deserving of this award.”
Nunn’s legal advice and business acumen were key components in establishing an effective and robust competition to the benefit of NNSA. He navigated the decision by NNSA and the Department of the Navy to grant the award to a new contractor and smoothly transition from Bechtel Marine Propulsion Corporation to Fluor Marine Propulsion, LLC in 2018 without protest.
Nunn was instrumental in protecting the office’s interests in preserving transportation rights over a rail line to safeguard refueling activity access.
A formal award ceremony was held during the Annual NNSA Counsel Meeting at the Kansas City National Security Campus Sept. 4.
