NNSA field counsel recognized for expert handling of tough negotiations

Cynthia WimberlyA lawyer skilled in negotiating tough agreements has won the seventh annual NNSA Office of the General Counsel Legal Excellence Award. Sandia Field Office Counsel Cynthia Wimberly was recognized for continual excellence in developing innovative legal solutions.

The award recognizes the highest standards of legal acumen and scholarship, integrity, ethics, and achievement that support NNSA’s mission.

“All of Cyndi’s achievements are due to her high level of professionalism and her ability to operate collaboratively in contentious environments. Her efforts demonstrate legal thoroughness, scholarship, ethical sensitivities and integrity,” said NNSA General Counsel Bruce M. Diamond. “She exemplified selfless dedication to her profession and provided advice and expertise with tremendous generosity. I am proud to recognize the contributions this talented professional has made to the mission of NNSA.”

Wimberly was recognized for her repeated and skillful guidance of multiple diverse teams of experts to consensus. Through her efforts for a positive draft hearing officer report, Wimberly represented DOE before the State of New Mexico in the successful determination of “Corrective Action Complete for the Sandia Mixed Waste Landfill.”

She also served as the acting legal counsel for the Nevada Field Office and demonstrated superior professionalism, leadership, and resilience during a time of organizational transformation.

Wimberly represented NNSA in discussions with Kirtland Air Force Base on regulatory jurisdiction of DOE/NNSA radioactive material. In those negotiations, she affirmed DOE’s regulatory standing under the Atomic Energy Act to Kirtland’s counsel and identified a mutually agreeable path forward.

Because of her accomplishments, Wimberly was jointly nominated for the award by the Sandia Field Office and the Nevada Field Office.
