Western Area Power Administration (WAPA), Rocky Mountain Region (RMR), proposes to approve a request by Black Hills Corporation (Black Hills) to replace Breaker 1282 and associated equipment at WAPA’s Stegall Substation (SG), located in Scotts Bluff County, Nebraska. Black Hills will be responsible for the engineering and replacement of the 230-kV Circuit Breaker 1282 (JV10A), Current Transformer QV10A, and Switches: 1281 (YV10A), 1283 (WV10A), 1285 (YV10B), and grounding switch 1280 (ZV10A). The existing oil circuit breaker (OCB) would be replaced with a more dependable Sulfur Hexaflouride (SF6) gas breaker. All proposed activities will occur within the existing SG fenced perimeter. To access the work area, maintenance crews would use existing access roads. No road maintenance activities are authorized as part of this Categorical Exclusion (CX).
