Section 106 of the National Historic Preservation Act (NHPA) requires federal agencies to take into account the effects of their undertakings on historic properties and provide the Advisory Council on Historic Preservation (ACHP) reasonable opportunity to comment on those undertakings. The NHPA requires that, in carrying out the Section 106 review process, federal agencies must consult with any Indian tribe that attaches religious and cultural significance to historic properties that may be affected by the agency's undertakings. This ACHP handbook is a reference for federal agency staff responsible for compliance with Section 106 and for Tribal Historic Preservation Officers and tribal cultural resource managers.
