The U.S. Department of Energy (DOE) is proposing to provide funding to the Rosebud Sioux Tribe for the Sicangu Village Solar Project. This project includes the development, design, EPC (Engineering, Procurement, and Contracting), installation, training, and commissioning of a ground-mounted solar photovoltaic (PV) system, approximately 149 kW-AC solar capacity, and 13 rooftop residential solar systems for homes located on the Rosebud Sioux Reservation at Sicangu Village. The total rated solar capacity of both the ground and roof mounted systems is expected to be approximately 250 kW. Task 1 of the approved Statement of Project Objectives includes contracting and design work that will inform the remainder of the project activities. At this time, there is not enough information to complete a review of the construction and surface disturbing activities associated with the installation of the PV systems. Once additional details of project design and siting are completed, another NEPA review will be required to assess potential impacts associated with the construction and surface disturbing activities of the PV systems.
