The Bonneville Power Administration proposes to interconnect the Cougar-Thurston No. 1 115-kilovolt transmission line to Eugene Water and Electric Board’s new Holden Creek Substation. To interconnect the substation, Bonneville Power Administration would install a glue-laminated wood pole structure approximately 80 feet back-on-line from structure 28/1.
