The Project consists of two 500 kilowatt (kW) photovoltaic solar inverters totaling 1000 kW. The Project interconnects to Lane Electric Cooperative, Inc.?s (LEC) 12.5-kilovolt (kV) AB Circuit, then to LEC?s 34.5/12.5-kV Fox Hollow Substation. The point of interconnection of LEC?s Fox Hollow Substation to the Federal Columbia River Transmission System is at Bonneville Power Administration's (BPA) 115/34.5-kV Eugene Substation via LEC?s 34.5-kV Fox Hollow-Eugene Circuit. The proposed agreement would establish the terms by which BPA and LEC agree on the responsibilities of each entity for operation of LEC?s solar inverters in a location within BPA?s balancing authority area. The agreement would also establish a framework for the provision of generation imbalance services and operating reserves.
