Pinellas County proposes to use Energy Efficiency and Conservation Block Grant funds for Activity #3 Clearwater Central Cooling facility, design and construction of a centralized energy plant (CEP) and associated distribution piping network to provide district cooling to the Pinellas County Government buildings located within the City of Clearwater's downtown campus.
