About MOSRC

The Consolidated Appropriations Act of 2014, Title III, Section 318 authorized DOE to count 1st tier subcontracts awarded by its M&O contractors to small businesses toward accomplishment of its annual small business goals. 

The Management & Operating Subcontract Reporting Capability (MOSRC) is an initiative that provides the ability to accurately report the UNCLASSIFIED 1st-tier subcontracting activity of the Department of Energy (DOE)’s M&O contractors to the Small Business Administration (SBA) and the general public.

What is included in this Data?

The following notes explain the major differences between this data and data that may be reported through other systems, such as ESRS.

  • MOSRC reports details about actions awarded to small businesses.
  • This data includes both new first-tier subcontract awards and any first-tier subcontract award modifications, regardless of dollar value.
  • This data does NOT include grants, cooperative agreements, real property leases, and requisitions from Federal stock, training authorizations, or other non-FAR based transactions.
  • This data does NOT currently include common, one-off Purchase Card transactions. If however, a Purchase Card was simply used as the method of payment for an order against a Blanket Purchase Agreement (BPA) or a similar vehicle where the required MOSRC data can be collected, then those transactions would be included.
  • This data only includes work performed in the United States.

    • Consequently, the data in this report does not represent all eligible small business subcontracts for DOE M&O contractors for Fiscal Year 2016. This note explains some of the fields in the table that do not currently have any data.
  • Due to their small procurement bases, the contractors for DEAC0207CH11358 and DEAC0209CH11466 were exempted from reporting.

Fiscal Year 2015

Notes for FY15 data:

  • This reporting capability is in the process of being implemented at the Department of Energy (DOE).
    • Until the full capability is implemented, Management & Operating (M&O) contractors have been requested to report their top small business 20 actions (or more, if they choose).
    • Consequently, the data in this report does not represent all eligible small business subcontracts for DOE M&O contractors for Fiscal Year 2015. This note explains some of the fields in the table that do not currently have any data.
    • For FY2015, the "Total Small Business Eligible Dollars" amount equals the "Small Business Dollars" amount because the M&Os contractors were asked to report only actions that were awarded to small businesses.
  • Due to their small procurement bases, the contractors for DEAC0207CH11358 and DEAC0209CH11466 were exempted from reporting.
