SUMMARY: Acquisition Letter (AL) 2018-12 and Financial Assistance Letter (FAL) 2018-04 provide implementing instructions and guidance for Division D, Title III and Title V, and Division E, Title VII of the Consolidated Appropriations Act, 2018, Pub. L. No. 115-141.
