Departmental Response to the Final Report of the Commission to Review the Effectiveness of the National Energy Laboratories

This report provides the Department of Energy’s response to the Final Report of the Commission to Review the Effectiveness of the National Energy Laboratories entitled “Securing America’s Future: Realizing the Potential of the Department of Energy’s National Laboratories.”

Congress, through Section 319 of the Consolidated Appropriations Act, 2014 (Public Law 113-76), directed the Secretary of Energy to establish an independent commission known as the Commission to Review the Effectiveness of the National Energy Laboratories (Commission). The Secretary established the independent Commission in May 2014, and it published its Final Report on October 23, 2015.

As reflected in the Message from the Secretary, the Department agrees with the Commission that the DOE laboratories provide unparalleled value to the Nation, serving as a science and technology powerhouse and occupying a critical role that cannot be carried out solely by universities or the private sector.  The Department’s response to the Commission is organized around the six themes articulated by the Commission in its report: (1) recognizing value; (2) rebuilding trust; (3) maintaining alignment and quality; (4) maximizing impact; (5) managing effectiveness and efficiency; and (6) ensuring lasting change.
