The U.S. Department of Energy (DOE) delivers financial assistance in the form of grants and cooperative agreements to states, local and tribal governments, universities, non-profit organizations, for-profit organizations, and individuals. In accordance with Federal requirements, it is DOE’s policy that all discretionary financial assistance actions are to be awarded through a merit-based selection process.

A Merit Review is a thorough, consistent, and objective examination of applications based on pre-established criteria by persons who are independent of those individuals submitting the applications, and who are knowledgeable in the field of endeavor for which support is requested.

Reviewers are professionally qualified, by training, experience, or both, in the scientific or technical fields that are the subjects of the Funding Opportunity Announcement (FOA) and applications being reviewed.

DOE is seeking a diverse pool of individuals to review the Community Benefits Plan (CBP) section of FOAs and the technical components of applications. Areas of consideration include Diversity, Equity, Inclusion and Accessibility (DEIA); environmental justice and the Justice40 Initiative (J40); quality jobs; and community engagement.

Being a reviewer provides insight on how financial assistance applications are evaluated and builds relationships with DOE personnel and others in the energy industry.

OCED was established in December 2021 as part of the Bipartisan Infrastructure Law to accelerate clean energy technologies from the lab to market and fill a critical innovation gap on the path to achieving our nation’s climate goals of net zero emissions by 2050. OCED’s mission is to deliver clean energy demonstration projects at scale in partnership with the private sector to accelerate deployment, market adoption, and the equitable transition to a decarbonized energy system.

The Office of Clean Energy Demonstrations (OCED) is looking for application merit reviewers with the ability and background to assess applicants’ Community Benefits Plans, which cover 1) community and labor engagement; 2) quality jobs and workforce development; 3) diversity, equity, inclusion, and accessibility; and 4) energy and environmental justice or the Justice40 Initiative. Grid Deployment Office (GDO)

GDO strives to provide electricity to everyone, everywhere by maintaining and investing in critical generation facilities to ensure resource adequacy and improving and expanding transmission and distribution systems.
