The sections below provide links and other helpful information about small business programs sponsored by the Office of Small and Disadvantaged Business Utilization (OSDBU) and other program offices at the U.S. Department of Energy (DOE).  These programs offer additional opportunities for small businesses to engage with the DOE.

The DOE Mentor-Protégé Program (MPP) was created by the OSDBU to foster long-term business relationships between small business entities and DOE mid- and large-size contractors, while increasing the overall number of DOE prime and subcontracting small business opportunities.

DOE’s Annual Small Business Awards Program recognizes small businesses that have made notable contributions to the success of program elements, national laboratories, and sites.  These awards also highlight the outstanding performance of the people and organizations responsible for promoting and expanding the Department’s use of small businesses that help advance the Agency’s missions.

If you are new to Government funding and grants, it can feel overwhelming trying to find the right program for you or your organization. This section provides an overview on the most common Funding Opportunity Announcements (FOAs) and grant programs to help you start, build, and grow your business. Learn more about the Small Business Innovation Research (SBIR) and Small Business Technology Transfer (STTR) programs, FOAs, and other program offices with small business opportunities.

The OSDBU continues to publicize additional non-procurement opportunities for small businesses to maximize Small Business Awards and improve performance in the SBA’s socioeconomic categories. Find information on DOE’s Unsolicited Proposal Program and other Non-Acquisition Small Business Opportunities.

The DOE, as many other Federal agencies, has a statutory obligation to reach-out and consider small businesses for small business emphasis programs. In this section, you can learn more about programs and contracts that have specific small business set-asides, focus or emphasis.  Those programs include the NNSA Supply Chain Management Center (SCMC), Power Marketing Administrations (PMAs), Federal Energy Management Program (FEMP), and the NNSA enterprise-wide Technical, Engineering and Programmatic Support (TEPS) services Blanket Purchase Agreement (BPA).
