The Office of Small and Disadvantaged Business Utilization (OSDBU) at the U.S. Department of Energy (DOE) is pleased to report that DOE has earned a fifth straight “A” grade from the Small Business Administration (SBA) for our Fiscal Year (FY) 2019 small business and socio-economic contracting achievement.  The Department achieved 17.84% in prime small business procurement, exceeding its goal of 11.65%.  Additionally, the Agency achieved 55.26% in subcontracting, exceeding its goal of 45%.  And DOE surpassed all subcontracting goals in the four graded socio-economic categories: Small Disadvantaged Business (SDB), Women-Owned Small Business (WOSB), Service-Disabled Veteran-Owned Small Business (SDVOSB), and Historically Underutilized Business Zone (HUBZone) Small Business.  

In FY 2019, the Agency spent $7.68 billion on small businesses, more than half a billion dollars than the Department awarded to small businesses in FY 2018.  DOE also spent more small business contracting dollars in every graded socio-economic category.  For the first time, the Department exceeded $1 billion in spending on Women-Owned Small Businesses.  These achievements make FY 2019 the Agency’s best year in small business contracting in the last nine years.

The annual SBA Scorecard measures how well each federal agency meets their small business and socio-economic prime contracting and subcontracting goals.  This helps the SBA ensure the sum total of the goals set for each agency meets the 23% target for the federal government as well as the socio-economic goals established by statute. 

Thanks to all small businesses working with the Department as well as DOE stakeholders who advocate for the role of small businesses.  This "A" grade from the SBA is a direct result of all your efforts and highlights the Department’s continued progress in maximizing small business utilization in support of the Agency's missions.
