Workforce Planning is an integral part of the human capital planning process.  The intent of every workforce planning effort is to ensure that organizations have the resources necessary to meet mission requirements and program priorities.  To achieve this intent, organizations must first identify and understand those mission requirements and program priorities; typically through Strategic Planning.  These goals and objectives not only provide the basis for determining necessary financial resources, but they also provide the basis for determining workforce needs.
