John Walsh, Director, Office of Talent Management

Mr. John Walsh serves as the Director of the Office of Talent Management (OTM) in the Office of the Chief Human Capital Officer with responsibility for managing human capital programs that span the employee life-cycle, while also serving as the Chief Learning Officer (CLO) for the U.S. Department of Energy (DOE). As the OTM Director and CLO, Mr. Walsh leads a diverse team dedicated to recruiting, developing, engaging, retaining, and advancing a diverse workforce of right-fit talent for the Department. As a steward and facilitator of the talent strategy, OTM provides employees and supervisors with a wide range of resources, including talent sourcing, professional development, leadership training, and educational opportunities to cultivate individual and organizational excellence.

Mr. Walsh has over 10 years of Federal service and extensive knowledge and experience in a variety of human capital areas, including workforce planning and analysis, employee engagement, performance management and human capital accountability. He has helped lead strategic human capital and workforce planning initiatives at both the Department of Housing and Urban Development and the Department of Transportation and has represented DOE on governmental initiatives such as Hiring Reform and HRStat. Mr. Walsh earned a Bachelor of Arts in Political Science and a Masters of Public Policy.
