The Office of the Assistant General Counsel for Electricity and Fossil Energy (GC-76) provides legal support and advice, well as policy guidance, to the Department on electricity, fossil energy, cybersecurity, energy regulatory, and Federal Power Marketing Administration issues. The office is the lead counsel for the Assistant Secretary for Electricity, the Assistant Secretary for Fossil Energy, the Executive Director of the Office of Policy, and the Assistant Secretary for Cybersecurity, Energy Security, and Emergency Response. GC-76 provides legal advice and support on matters pertaining to the generation, transmission, and distribution of electricity; production, transmission, storage, importation, and exportation of natural gas; production and storage of oil, including the Strategic Petroleum Reserve and the Northwest Home Heating Oil Reserve; and energy resilience, reliability, emergencies, and restoration issues, including issues associated with energy infrastructure protection such as cyber security.
In addition, GC-76 provides legal support on matters affecting the four Power Marketing Administrations (the Bonneville Power Administration, the Southeastern Power Administration, the Southwestern Power Administration, and the Western Area Power Administration), including review of rate orders and electricity transmission, hydro-power, electric reliability, and legislative issues.
Further, the office represents the consumer interests of the United States, including national laboratories, military bases, and certain National Nuclear Security Administration facilities, in electric rate proceedings before state public utility regulatory commissions. GC-76 also represents DOE in legal and policy matters before state and federal agencies, and occasionally assists with legal matters for the Office of Indian Energy Policy and Programs.
