John T. Lucas is the Deputy General Counsel for Business Transactions at the United States Department of Energy (DOE).  He manages a legal staff responsible for providing legal counsel to the procurement and financial assistance, technology transfer and intellectual property, and contractor labor and pension activities of program offices throughout the Department, including the Offices of Environmental Management, Fossil Energy, Energy Efficiency and Renewable Energy, Nuclear Energy, and Science.  He entered the Senior Executive Service in 2011.

Mr. Lucas is a faculty member for the District of Columbia Bar, where he teaches continuing legal education in the area of Intellectual Property and Government Contracts, and is a co-author of IP and Technology in Government Contracts.  He is a member of the District of Columbia Bar and is registered to practice before the U.S. Patent and Trademark Office.  Prior to joining the Department, Mr. Lucas was in private practice in Chicago with the firm of Brinks Gilson & Lione.

Mr. Lucas earned a Bachelor of Science degree in Chemical Engineering from the University of Virginia, his Juris Doctor from George Mason University School of Law, and a Master of Laws with honors in Intellectual Property from the John Marshall Law School in Chicago.
