Planning for Net-Zero Buildings and Operations

Manage Your Load for Money and Energy Security: Demand Response and Time-Variable Pricing

10:15 a.m. – 12:15 p.m. ET 

This workshop will provide participants with insight into finding the right DR programs and TVP offerings they can take advantage of to turn federal facilities' demand flexibility capabilities into dollars and enhanced energy security—for both their sites and the grid.

Evaluating Distributed Energy Resources to Meet Decarbonization Goals

1:15 p.m. – 3:15 p.m. ET 

This workshop will focus on how to assess opportunities for distributed energy resources (DERs) at the portfolio and site level in order to achieve decarbonization goals. It will also discuss relevant data for site prioritization and highlight REopt's energy and emissions modeling capabilities to help agencies identify the most cost-effective DERs to support decarbonization planning and implementation.

Advanced UESC Best Practices

3:30 p.m. – 5:30 p.m. ET

With increasing emphasis on improving energy efficiency and reducing the federal carbon footprint, utility energy service contracts (UESCs) offer agencies a proven acquisition strategy for implementing energy conservation projects with little to no upfront cost. This workshop will present topics aimed at assisting agency staff, utilities, and energy service companies (ESCOs) in the development of UESCs, with an emphasis on federal priorities, such as decarbonization and electrification. Best practices and lessons learned regarding price evaluation, risk mitigation, technical implementation, and performance assurance will be shared. Attendees will have the opportunity to learn from FEMP experts and their peers through open dialogue about challenges and best practices for ensuring projects are successful and impactful.

Climate Resilient Infrastructure, Facilities, and Fleets

The Intersection of Decarbonization and Resilience

10:15 a.m. – 12:15 p.m. ET

The Pacific Northwest National Laboratory (PNNL) and FEMP are working on ways to enhance their resilience planning and technical assistance efforts by incorporating new elements of decarbonization, carbon-free electricity, and climate change mitigation and adaptation. This workshop will preview new features available throughout FEMP's tool suite that focus on the intersection of decarbonization and resilience planning, and it will also cover the process of using risk-informed assessments in developing federal climate adaptation plans and how the two processes overlap.

Resilience Valuation

1:15 p.m. – 3:15 p.m. ET 

This workshop will provide an overview of the resilience valuation tools and resources developed by FEMP and the National Renewable Energy Laboratory (NREL) which are available for federal agencies and sites. Attendees will walk through how to use the Customer Damage Function (CDF) Calculator, FEMP's new resilience valuation calculator for federal buildings, using their own facility data.

ZEV City: Planning for EV Charging Solutions

3:30 p.m. – 5:30 p.m. ET

With the increasing penetration of electric vehicles (EV); facility managers, energy managers, and contracting officers have a greater role to play with fleet electrification than ever before. Come participate in a small group interactive "Sim City" game to help plan for EV charging solutions on your site. Take the role of a stakeholder or "Sim" such as a fleet, facility, energy, or procurement manager involved in the fleet electrification process. Use FEMP's and GSA's various tools and resources to help plan multiple aspects of fleet electrification on your hypothetical site including performing EVSE siting and analysis, estimating electricity usage from EV charging, determining capacity on existing facility infrastructure, evaluating advanced and managed charging capabilities, incorporating carbon pollution-free electricity (CFE), and procuring EV and electric vehicle supply equipment (EVSE) and related infrastructure.

This workshop will also include a high-level overview of FEMP's and GSA's tools, training, and technical assistance available to support fleet electrification to help you think about planning for EV charging solutions.

Technologies and Practices for Sustainable and Smart Federal Facilities and Installations

Energy and Water Metering Requirements and Execution

8:00 a.m. – 12:15 p.m. ET 

This energy and water metering workshop will allow energy users to examine and discuss the rapid transition from standard meters to advanced/smart meters in terms of reduced energy costs, ongoing cybersecurity requirements, and compliance with international standards and national regulations. This workshop will include an introduction to the Water Metering Best Practices Guide and an introduction to new Federal Metering Guidance per Energy Act 2020, E.O. 14057, Implementing Instructions, FAMIS 2019, ASHRAE 90.1-2019, NIOSH 800-37, and more while demonstrating how to prepare and submit the multi-year agency metering implementation plans..

Building Re-Tuning: Learn How to Use FEMP's Tools and Resources to Identify Re-Tuning Measures in a Low-Cost Manner

This workshop will provide an overview of re-tuning, which is a systematic process to identify operational problems by leveraging data collected from the building automation systems. Learn how FEMP's re-tuning candidate checklist and building re-tuning simulator (BRS) can be leveraged to create simplified building models to identify re-tuning measures that can optimize operations, improve comfort, reduce energy use, and support decarbonization efforts. The low- and no-cost re-tuning measures that will be introduced in this workshop can provide savings ranging from 5% to 25% with a simple payback of 0.3 to 3.5 years.

Federal Smart Building Accelerator Working Group

3:30 p.m. – 5:30 p.m. ET 

This workshop will provide the FSBA participants with an update on tool and resource development. It will cover progress and updates made on build out and take feedback on how to move forward and finalize resources for use by the participant sites.

Performance Contracting, Sustainable Procurement, and Project Development

Develop Robust On-Site Distributed Energy Resource Systems with Technical Specifications for Solar Photovoltaics, Wind, and Battery Storage

This workshop provides an overview of new, customizable FEMP technical specifications resources (solar PV web tool and wind and battery storage web resources). It also demonstrates how to use them for new, on-site system planning and highlights key considerations for performance, safety, and longevity.

Introduction to Using ESPC as a Tool for Helping Federal Agencies Meet New Energy Act of 2020 Requirements and GHG Targets

10:15 a.m. – 12:15 p.m. ET 

This workshop is for attendees who want to learn about ESPC basics and get started with projects. The workshop shows how ESPCs can help agencies address their mission-related objectives, cut greenhouse gas emissions, and create good-paying jobs, while meeting new requirements related to the Energy Act of 2020, amended 42 U.S.C. § 8253(f)(4), E.O. 14057 (Catalyzing Clean Energy Industries and Jobs Through Federal Sustainability), and the new Climate Smart Buildings Initiative. Understanding ESPCs as a tool will help when planning to meet legislative and executive order mandates.

Applying Performance Contracting Tools and Resources for Federal Agencies to Meet New Energy Act of 2020 Requirements and GHG Targets

This workshop focuses on the application of performance contracting tools and resources to meet new Energy Act of 2020 requirements and GHG targets by taking an agency through the planning and project development processes. Agencies will better understand how to integrate the new Energy Act of 2020 law (amended at 42 U.S.C. § 8253(f)(4)) with the new E.O. 14057 (Catalyzing Clean Energy Industries and Jobs Through Federal Sustainability) to meet their own mission-related objectives. Examples and considerations will be presented to help agencies evaluate technology categories when developing their project, including a brief tutorial on eProject Builder to demonstrate GHG reduction calculation capabilities.

ENABLE Procurement Issues

Leaders of the ENABLE procurement system from GSA Schedule SIN 334512 will discuss details of using the Schedule with agencies and ESCOs as well as discussing opportunities to use ENABLE to implement solar PV projects using Energy Sales Agreements (ESAs).
