The purpose of this paper is to provide the public and policy makers accurate estimates of energy efficiencies, water requirements, water availability, and CO2 emissions associated with the development of the 60 percent portion of the Piceance Basin where economic potential is the greatest, and where environmental conditions and societal concerns and controversy are the most challenging: i.e., the portion of the Piceance where very high quality oil shale resources and useful ground water co-exist.
