The Draft RFP is set up as a Time-and-Materials (T&M) contract that also contains a Firm-Fixed-Price (FFP) Contract Line Item Number (CLIN) for transition and an Indefinite-Delivery Indefinite-Quantity (IDIQ) CLIN, under which only FFP task orders can be issued.
