The Weatherization and Intergovernmental Programs Office authorized the Oak Ridge National Laboratory to implement a national evaluation of the State Energy Program. This evaluation addressed energy and cost savings, non-energy benefits, program cost-effectiveness, and program operations for program year 2008 and during the American Recovery and Reinvestment Act period (2009–2013).
