The U.S. Department of Energy’s (DOE) Weatherization Assistance Program (WAP) completed two national evaluations, the Retrospective and the American Recovery and Reinvestment Act of 2009 (ARRA) evaluation in 2015.
Led by Oak Ridge National Laboratory, these evaluations were multi-year, peer-reviewed, statistically robust efforts, and the most comprehensive, detailed analysis of the WAP and its operations ever conducted.
- Weatherization Works - Executive Summary of Findings from the Retrospective Evaluation, covered Program Year (PY) 2008 and reflects a typical year in WAP operations. The retrospective evaluation concentrated on estimating program impacts (e.g., energy savings) and on assessing program administration.
- Weatherization Works II - Executive Summary of Findings from the ARRA Period Evaluation, covered PY 2010 and provided insight into the unique time period that was administered by DOE in the national effort to create jobs and promote economic recovery, as part of ARRA. The ARRA period evaluation estimated program impacts (e.g., energy savings), assessed program administration, and conducted several special studies.
