The Weatherization and Intergovernmental Programs Office strategically plans its technical assistance for states, local governments, and K-12 school districts using a synthesis of stakeholder feedback and public-sector leadership best practices known as the Energy Efficiency Leadership Framework (Leadership Framework).  The tools and resources provided through the Leadership Framework can help the public sector maximize energy and cost savings by addressing some of the most pervasive barriers to achieving energy efficiency leadership success.
