This report aims to improve LMI stakeholders’ understanding of financing options for LMI communities. It discusses the advantages and disadvantages of different options, consumer protections to consider, and lessons learned. LMI stakeholders addressed by this report include state and local policymakers, state utility regulators, program administrators, financial institutions, and consumer advocates.
