Ava Coy, Program Manager

Ava Coy is the Program Manager in the Industrial Efficiency and Decarbonization Office for the Technical Project Officers team. In this role, she is responsible for coordinating the development and execution of solicitations for new research initiatives, negotiating awards with project recipients, and monitoring a portfolio of technically diverse projects. Prior to this, Ava worked as a Management and Program Analyst across several DOE offices where she supported work on peer and merit reviews, crowdsourcing prize challenges, system administration, and database development. When she first came to DOE, she worked as a Technical Project Officer for the Geothermal Technologies Office where she managed a portfolio of over 75 projects across enhanced geothermal systems, hydrothermal resources, co-production, ground source heat pumps, analysis, education, and outreach.
Before joining DOE, Ava worked in the oil and gas industry where she supervised shale and coal bed methane reservoir hydraulic fracturing operations.
Ava has a B.S. in Mechanical Engineering from the Colorado School of Mines with a minor in Bioengineering and Life Sciences.
Jamey Evans, Technical Project Officer

Jamey Evans works as a Technical Project Officer for the Industrial Efficiency and Decarbonization Office (IEDO). In this role, Jamey is responsible for the project management of funding opportunities and ongoing cooperative agreements, primarily in the areas of combined heat & power, district energy systems & microgrids, industrial energy assessments, and energy resiliency. His scope of work also includes R&D on biogas, renewable methane, and renewable hydrogen incorporation into onsite energy generation and systems. In this role, he is responsible for managing of funding opportunity announcements for new research and technical assistance initiatives, negotiating awards with project recipients, and monitoring a portfolio of technically diverse projects.
Jamey formerly worked as a Technical Project Officer in the Advanced Manufacturing Office. His area of expertise includes utilizing Department of Energy (DOE) financial assistance to further the R&D and technical assistance activities and goals of IEDO. Jamey’s worked for DOE for over thirty years in a variety of areas including building energy technologies, solar energy technologies, and education & workforce development. He was involved with DOE establishing the National Science Bowl in the 90’s. Jamey has a bachelor’s degree from Hastings College (Nebraska).
John Harrington

John Harrington works as a Technical Project Officer for the Industrial Efficiency and Decarbonization Office (IEDO).In this role, John is responsible for the project management of funding opportunities and ongoing cooperative agreements, primarily in the water and wastewater R&D, cement, food and beverage and process heating electrification portfolios. Prior to this, John worked as a Technical Project Officer in the Advanced Manufacturing Office. His area of expertise includes utilizing Department of Energy (DOE) financial assistance to further the research, development, and deployment goals of IEDO.
Before joining DOE, John worked as a Data Scientist for multiple environmental cleanup firms specializing in regulatory reporting for large government and industrial clients. While John worked on dozens of contaminated sites in this role, the most significant project was supporting the US Army and Shell Chemical Co in the cleanup and conversion of the Rocky Mountain Arsenal Superfund Site northeast of Denver, CO into a National Wildlife Refuge.
John has a Bachelors in Environmental Health from Colorado State University, a Masters of Business Administration from the University of Colorado Boulder, and a Project Management Professional Certificate from the Project Management Institute
Chad Sapp, Technical Project Officer

Chad Sapp works as a Technical Project Officer and has been with EERE since 2008. He supported the Industrial Technology Program (ITP) until 2011, the Advanced Manufacturing Office (AMO) until 2022, and currently supports the Industrial Efficiency and Decarbonization Office (IEDO). Chad’s project portfolio is very diverse covering technologies related to chemicals, power electronics, water treatment, and iron and steel.
Chad has B.S. in Chemical Engineering from Colorado State University, a minor in Chemistry, and a Project Management Professional Certificate from the Project Management Institute.
Before joining DOE, Chad worked as a Field Project Engineer measuring and controlling mercury emissions at various coal fired power plants under a DOE grant.
Mark Zeichman, Technical Project Officer

Mark Zeichman works as a Technical Project Officer for Industrial Efficiency and Decarbonization Office (IEDO). In this role, Mark is responsible for project management of funding opportunities and cooperative agreements, primarily in energy and emissions intensive industries. Prior to this, Mark worked as a contractor in the Advanced Manufacturing Office as a Project Monitor, supporting federal staff on similar work to his current position. His expertise utilizes the Department of Energy’s (DOE) financial assistance agreements to further the research, develop, and deploy the goals of IEDO.
Before joining DOE, Mark worked as a mechanical engineer for an engineering and consulting firm specializing in food and beverage packaging systems. During that time, he designed multiple production lines and managed the installation of equipment.
Mark holds a bachelor’s degree from Western Michigan University in Engineering Management Technology with a minor in Integrated Supply Matrix Management.
