Assessment of Construction Quality at the Hanford Site Waste Treatment and Immobilization Plant

The U.S. Department of Energy (DOE) Office of Nuclear Safety and Environmental Assessments, within the independent Office of Enterprise Assessments (EA), conducted an assessment of construction quality and the implementation of the quality assurance program at the Hanford Site Waste Treatment and Immobilization Plant (WTP) from June 17 to 27, 2018. EA performed this assessment in the broader context of an ongoing program of quarterly assessments of construction quality at the WTP construction site. The scope of this EA assessment included observing ongoing structural and mechanical construction work activities and testing, and reviewing Bechtel National, Inc. (BNI) quality pedigree documentation for a sample of safety significant structures, systems, and components (SSCs). Additionally, EA evaluated the effectiveness of the DOE Office of River Protection’s and BNI’s issues management processes to address deficiencies identified during previous EA assessments of WTP construction quality and deficiencies regarding quality records for structural steel.
