Assessment of Documented Safety Analysis, Technical Safety Requirements, and Safety Evaluation Report at the Hanford Site Waste Treatment and Immobilization Plant Low-Activity Waste Facility

The U.S. Department of Energy (DOE) Office of Nuclear Safety and Environmental Assessments, within the independent Office of Enterprise Assessments (EA), conducted an assessment of the documented safety analysis (DSA), technical safety requirements document (TSR), and safety evaluation report (SER) for the Low-Activity Waste (LAW) facility at the Hanford Site Waste Treatment and Immobilization Plant. This assessment is part of a series of targeted safety basis assessments of nuclear facility design and construction projects at selected DOE sites. The assessment evaluated the conformance of the LAW facility DSA, TSR, and SER to the requirements of DOE-STD-3009-94, Preparation Guide for U.S. Department of Energy Nonreactor Nuclear Facility Documented Safety Analyses, Change Notice 3, and DOE-STD-1104-2014, Review and Approval of Nuclear Facility Safety Basis and Safety Design Basis Documents, for the development, review, and approval of safety basis documents. The review encompassed selected aspects of the DSA, TSR, supporting hazard analysis, and supporting engineering documents. EA examined the summary of the hazard analysis in the DSA, as well as key documents, including the process hazards analysis and the fire hazards analysis. EA also examined the safety functions, functional classifications, functional requirements, performance criteria, and TSR controls for selected safety structures, systems, and components and specific administrative controls.
