Director, Office of Security Assessments
Ruel Hicks is the Director of the Office of Security Assessments within the U.S. Department of Energy’s (DOE) Office of Enterprise Assessments (EA). Mr. Hicks leads and provides direction to analysts who conduct independent evaluations of the effectiveness of security policies and programs throughout the Department in preventing the loss of special nuclear material, and classified and sensitive information.
Mr. Hicks has more than 20 years of technical and leadership experience in nuclear security. Prior to becoming director, he led numerous teams of DOE and contract technical experts in conducting appraisals, reviews, and special studies of safeguards and security programs at DOE and National Nuclear Security Administration (NNSA) facilities and laboratories for EA. Before joining EA, Mr. Hicks managed programs and conducted technical operations in nuclear material control and accountability (MC&A) at NNSA's Los Alamos National Laboratory and Nevada National Security Site. He also has a decade of experience as a contractor with the Nuclear Regulatory Commission, where he served in multiple positions, including as an MC&A statistician and certified Six Sigma Black Belt.
Mr. Hicks holds a Bachelor of Science degree in statistics from North Carolina State University and a Master of Business Administration degree from Averett University. He has also completed numerous leadership and managerial courses of study.
