Joseph Waring is the Director of the Office of Nuclear Engineering and Safety Basis Assessments within the Department of Energy’s (DOE) Office of Enterprise Assessments (EA).  The office conducts independent assessments and studies to provide critical feedback and objective information on programs and performance in protecting workers, the public, and the environment from radiological hazards with a focus on nuclear safety engineering, safety bases, and performance analysis of hazardous nuclear facilities and operations.  This information identifies areas for improvement to support the safe performance of the Department’s missions.     

Prior to joining EA, Mr. Waring spent 25 years at the DOE Richland Operations Office (RL) serving in various leadership positions and performing nuclear safety and operations oversight of contractor cleanup activities at the Hanford Site.  While at RL, Mr. Waring served as Acting Deputy Assistant Manager for Safety and Environment, Director of the Nuclear Safety Division, and Facility Representative Supervisor.  Mr. Waring also spent 13 years as a qualified DOE Facility Representative at several nuclear facilities on the Hanford Site and 4 years in program management at RL.  Prior to his work with DOE, Mr. Waring spent 12 years at the Charleston Naval Shipyard with the Department of Defense performing project engineering and technical support during the overhaul of multiple nuclear-powered submarines.

Mr. Waring holds a Bachelor of Science degree in Mechanical Engineering from Rensselaer Polytechnic Institute, has completed Nuclear Executive Leadership Training, and is qualified as a Senior Technical Safety Manager.
