It does not change when an organization is renamed, so it is the safest column to join releases of this directory to each other. 'DOE Portfolio Group' is a high-level category grouping each organization by its primary alignment with DOE's organizational and budget structure. It is intended to help you navigate this directory. JOINING THIS DIRECTORY TO FEDERAL AWARD DATA ------------------------------------------------------------------------ This directory identifies organizations by NAME and ACRONYM. Federal award datasets identify them by CODE. The two do not join directly. What each public dataset gives you: 3a. Prime contract data (FPDS / USAspending / SAM Small Business Goaling Report) Two office codes matter: Contracting Office ID - the office that executed the award Funding Office ID - the office whose money was used DOE codes are six characters beginning '89' (for example, 892432 = Idaho Operations Office). DOE re-coded its contracting offices in FY2016. Transactions before FY2016 carry a shorter legacy code for the same office (Idaho appears as 00007), and FY2016 itself contains both. This directory reflects the CURRENT vocabulary only - it does not carry the pre-FY2016 codes, so joins against FY2015 and earlier data need the legacy code from another source. Expect offices that are not in this directory. The Small Business Goaling Report is pulled by FUNDING agency, so it returns every action DOE paid for - including those another agency actually awarded. Those rows carry the servicing agency's contracting office code, not a DOE one: GSA (47...), DLA (SP...), Army Corps of Engineers (W9...), Interior (14...), NASA (80...) and others. They are interagency (assisted) acquisitions and the awarding offices are not DOE organizations, so they will never match this directory. The Federal Energy Regulatory Commission (896...) also appears. FERC sits inside DOE's agency code for reporting purposes but is an independent commission with its own procurement, and it is not covered by this directory. 3b. M&O subcontract data (MOSRC public extract) IMPORTANT: the MOSRC public extract contains NO site, laboratory, or prime contractor NAME. 'Legal Business Name' in that file is the SUBcontractor, not the site. The prime is identified only by: Prime Contract Procurement Instrument Identifier (PIID) Prime Contract DUNS Number Prime Contract Vendor UEI - present in the file layout but EMPTY in FY2023 through FY2026; do not rely on it A laboratory or site name therefore cannot be matched to MOSRC transactions directly. Use the prime contract PIID. PIIDs change when an M&O contract is recompeted, so one site may have different PIIDs across years. NORMALIZE PIIDs BEFORE JOINING. The formatting is not consistent between sources. DOE's published M&O contract list writes some PIIDs with a hyphen (DE-NA0003525) while the MOSRC extract never does (DENA0003525); 2 of the 37 contracts on the July 2026 list differ this way, and a literal string join silently drops them. Upper-case both sides and strip every non-alphanumeric character first. Two PIID styles are both current and both valid: the older DE-prefixed form (DEAC0576RL01830) and the post-2018 FPDS form that begins with the awarding agency code (89303320DEM000030). Neither indicates anything about the contract other than when it was awarded. 'Contracting Office Name from Prime Contract' is sometimes used as a substitute. It is a coarse proxy only: it names the DOE office that awarded the prime contract, not the site, and several of those offices cover more than one site. Where to get it. The extracts are published on data.gov by DOE's Office of Small and Disadvantaged Business Utilization, as one dataset entry per fiscal year: https://catalog.data.gov/dataset/?tags=mosrc If that listing moves, search catalog.data.gov for the dataset title 'M&O Small Business Subcontract Public Data Extract'. Each entry covers a single completed fiscal year, so a multi-year history means downloading several. This release does not yet carry these codes as columns. CAVEATS ------------------------------------------------------------------------ - The directory is a point-in-time snapshot. Personnel and organizations change; use the generation date above. - Organization names in this directory are DOE's internal names and may differ from the office names carried in award data. - Subcontracting opportunities at M&O sites are posted by the site, not on SAM.gov, unless the directory indicates otherwise.
