Moses Madera brings years of federal government service to his new role as the Department of Energy’s EEO Corporate Services and Oversight Division.  He serves as the primary lead for reviewing designated field site EEO programs and outcomes on behalf of the Deputy Director, Office of Civil Rights and Equal Employment Opportunity. 

From 2014 until 2022, Moses was the EEO Manager for the Department of Energy, Office of Science Consolidated Service Center. Prior to joining DOE, Moses held several EEO and leadership positions, including:

Deputy EEO Officer for the U.S. Department of Navy, Naval Undersea Warfare Center Division, in Keyport, Washington, with detachments in Southern California and Hawaii, an operating site in Guam, and an office in Japan. 

Senior Analyst for EEO and Diversity Programs for the Naval Sea Systems (NAVSEA) Command in Washington Navy Yard, DC, and NAVSEA Headquarters EEO and Diversity Office, where he was responsible for complaints management and program compliance of 39 field activities across the NAVSEA Enterprise. 

EEO Specialist for the Georgia Army and Air National Guard as EEO Complaints Case Manager, EEO Counselor, Special Emphasis Program Manager, Training Instructor, and ADR Coordinator in support of over 18,000 Soldiers and Airmen at over 60 installations. 

EEO Specialist for the United States Air National Guard in Warner Robins, Georgia. His success in establishing and managing exemplary EEO and diversity programs led to his reassignment to the Joint Force Headquarters in Atlanta, Georgia, where he worked alongside the State Equal Employment Manager.

All of these roles provided Moses with extensive knowledge of equal employment opportunity principles and laws, implementation of diversity and inclusion strategic plans and execution of special emphasis programs as well as analysis and summaries related to underrepresented groups in the workplace and supervising the development and delivery of EEO and diversity and inclusion services. 

Moses graduated cum laude from Embry Riddle Aeronautical University, earning master’s degrees in Aeronautical Science with specializations in management and safety. He also received a bachelor’s degree in Business Administration with a minor in Aerospace Technology from Wayland University in Anchorage, Alaska.

Throughout his career, he has received several honors and awards, including the U.S. Air Force Outstanding Unit Award, the National Defense Service Medal, and the Global War on Terrorism Service Medal.
