ED serves as the DOE representative for the White House Initiative on Historically Black Colleges and Universities (WHI-HBCUs) Interagency Working Group (IWG).  The WHI-HBCUs IWG is comprised of representatives across federal agencies and departments with the primary focus of helping to advance and coordinate work throughout the federal government to strengthen the capacity and competitiveness of HBCUs through Interagency Competitiveness Clusters (ICC).

ED supports the following Interagency Competitiveness Clusters:

  • WHI-HBCUs Federal Contracting Cluster -  To identify and implement interagency strategies to improve the conditions under which HBCUs compete for the full range of Federal opportunities.
  • WHI-HBCUs Economic Development Cluster - To serve as a catalyst for introducing and implementing new policies, programs and projects to create more favorable conditions to improve the competitiveness of HBCUs.
  • WHI-HBCUs Smart HBCU Cluster - To strengthen and enhance the capacity of HBCUs to provide the highest-quality education, provide equitable opportunities for HBCUs to participate in federal broadband programs, and increase the private-sector role to upgrade institutional infrastructure, including the use of technology that will ensure the long-term viability of these institutions.
